The City of Cynthiana Board of Commissioners met in regular session on June 22, 2004 at 7:00 P.M. at City Hall. Present were Mayor Wells, Attorney Lair, Commissioners Clayton, Conner, Doan, and Martin. |

Mayor Wells called the 12th regular meeting to order. Mayor Wells read a letter from First Lady Laura Bush concerning the City’s designation as a Preserve America City. Mayor Wells also read a Certificate of Appreciation from the Commanding General Larry R. Ellis of the U.S. Army for the City’s outstanding support during the deployment of our National Guard Unit. |

As of 6/30/2004, Police Chief Tony Frazier will retire. A reception was held in his honor before the meeting with co-workers and friends honoring his 4-1/2 years of service to the City of Cynthiana. Mayor Wells presented a certificate of appreciation from the City and read a letter that she had written. |

Mayor Wells recognized Mr. Craig Birdwhistle who is the Director of the Police Chief’s Association in Kentucky. Mr. Birdwhistle presented Chief Frazier with a life membership to the Police Chief’s Association. |

Commissioner Martin presented Chief Frazier with a gift certificate from the City and read a letter of appreciation citing some of his accomplishments in his long career in law enforcement. |

Police Officers Tapp, Parrott, Merriman, Kendall, Hassall, Johnson, and Beckett and Asst. Chief Muntz all commented that they had enjoyed working with Chief Frazier. Dispatcher Laytart, E-911 Director Harney, Commissioners Clayton and Doan also had words of praise for Chief Frazier. |

Mayor Wells recognized representatives from the African-American churches and members of the NAACP. Gayle Velat, the chairman of the Fabulous 4th Committee, advised that the celebration will be held Saturday, July 3, from 5:00 P.M. until the fireworks display at dark . Mrs. Velat requested a $500.00 donation from the City because private donations were down this year. Mayor Wells advised the City will take action on this matter after 7/1/2004. |

This seminar would showcase Road System Traffic Safety Review. The dates are September 28, 29 and the cost to each entity would be $125.00 to register. All other expenses will be paid. |

Commissioner Martin recognized Fire Chief Stinson. Chief Stinson advised the City Fire Department will start doing business inspections after July 4, 2004. Chief Stinson thanked E. D. Bullard for the 18 fire helmets donated to the Fire Dept. These helmets are valued at approximately $3600.00. |

Commissioner Martin questioned Commissioner Conner regarding the concerns about speed bumps on Campbell Alley. Commissioner Conner stated that the City needs to be consistent regarding what is done in alleys. If speed bumps are placed in one alley, they should be placed in each alley. Commissioner Doan felt the complainant is very seriously concerned about the safety of his grandchildren. He felt that if the Board looked at this situation, it probably would not take more than 20 minutes to resolve. City Clerk stated they could do a cost analysis on speed bumps if they would like. |

Commissioner Martin suggested the City consider purchasing a camera and equipment to tape the Commissioner’s meeting since the last few meetings have not been taped. Commissioner Conner said he would like to see a live feed. |

Commissioner Doan expressed his dismay that each time this issue has been approached by the City to the Board of Education, the resolution does not last more than a meeting or two. It was determined that the High School would not have the access to this channel if it were not for the City’s franchise and the fact that the City donated the use of this station to the High School. Mayor Wells noted this does not seem to carry any weight with the High School. Commissioner Doan asked the Mayor to write another letter to the Superintendent of Schools in order to make one last ditch attempt to resolve this matter. Mayor Wells agreed to do so. |

Mayor Wells has been contemplating using Channel 33 as primarily a government channel. The Cynthiana Baptist Church now uses this channel to broadcast their services. Mayor does not intend to interfere with this broadcast. |

Mayor Wells recognized Gene Arnold who is a mediator with the NAACP. Mr. Arnold questioned if there was a timeframe in which the City plans on hiring a new police chief. Commissioner Martin advised he was not rushing; it might take up to three months to find the right candidate. |

Rev. Price Mitchell questioned if one Commissioner has the power to hire a new Police Chief. Commissioner Conner advised the Board as a whole must hire and fire any City employee. |

Reverend Mitchell stated the black community would like for the black community to be considered when the choice for Police Chief is made. |

Reverend Frazier stated he would like to talk about some of the officers putting a foot in the back of a 16 year old girl. Commissioner Martin stated he had not heard about the incident because he was out of town. Rev. Frazier wanted to know if they could be put on the agenda. Mayor Wells advised that in order to comply with the Police Officer’s Bill of Rights a complaint must be notarized. Commissioner Martin advised the notarized complaint should be turned into Chief Frazier who will probably hand off to Assist. Chief Muntz since he has plans to vacation out to June 30, 2004. |

Mayor Wells advised the complaint could be turned into any of the Officers in charge, Commissioner Martin, or herself, and they would see that it was handled in the proper procedure. Reverend Frazier stated she did not feel comfortable giving the complaint to Mayor Wells since her son was one of the officers involved in the incident. Mayor Wells assured her that she would not interfere in any manner with the investigation into this incident. Reverend Mitchell stated if the black community was not considered when the selection was made for Police Chief, they would voice their disapproval at the election in November. Commissioner Clayton stated he felt that was a threat. Reverend Mitchell stated he did not intend it as a threat. |
